request was for a scratch tape or a specified volume?

I don't think so. I don't know if you mean the DCB open exit or the system-wide open exit, but in either I don't see any obvious way to tell.

Before OPEN, if you do a RDJFCB on the DCB, you can check if a volser is filled on. If it is a scratch, it will usually be binary zeros.
