Unless the catalog has a PDSE indicator and you use the same catalog for both IPL's, how would anyone know of this "inconsistency"?

The target load library will live on extended SYSRES with a SYS1 hlq, and will be indirectly cataloged. Does anybody see any "issue" with having a PDS or a PDSE "active" for the same DSN, depending on which RES set is IPLed? IOW, say RESA has the "old" SYS1.PRODUCT.LOADLIB as a PDS and RESB has the "new" one as a PDSE. Any "issue" with simply IPLing from one RES or the other?
