More to the point, the list in Appendix B is prefaced by the text:

The following is a listing of the new and changed instructions for the z9-109 system. This list is intended only to provide a general flavor of the instructions. More specific details will be
available in a future Principles of Operation manual.

Moreover, even where the properties of an instructiion can be guessed at with high reliability, as is the case with more than half of those in the list, we shall not, as a practical matter, be able to use them until John Ehrman and his colleagues are able to provide HLASM support for them.

I have a copy of SG24-6669-00.

However, the appendix provides only a list of the opcodes, mnemonics, and
instruction names.

I am looking for specific technical details, such as what is provided in the
Principles of Operation manual.

According to the online copy of the contents list for the September 2005
z/OS softcopy collection, the z/Architecture Principles of Operation
publication will not be updated for this edition.
