Not available indicates that you have additional CPU's reserved in the HMC activation profile. This is a "good thing" (tm) to allow non disruptive processor upgrades. We normally reserve 2 additional engines per LPAR. Then when management purchases new engines we only have to have IBM load the microcode and vary the engines online. No outage required.
