When downloaded to a non-z/OS system, even in BINary, the physical record boundries are lost. So when it is re-uploaded to z/OS, ftp doesn't really know where one physical record ends and another one is supposed to begin. I have ftp'ed RECFM=U successfully, but only by using the QUOTE STRU R command.
