First, thank you all for responses.
It seems that number of subchannels is simply ambiguous.
For channel subsystem (CSS) there are almost 64k devices total, despite
of number of LPARs using those devices.
For Hipesockets and OSA QDIO definitions each device in each LPAR is
counted, so number of LPARs is relevant.
It's even worse than USS ambiguity <vbg>

In a box with 12 OS type LPARs defined, you can only define 1024 devices!
because the maximum the box can support is 12288, and HCD complains when
you try to define more. (12288 = 12 * 1024)
aside: another limit is that z/OS (MVS) only support 160 such devices!
