Memory critical will stop your CICS region from paging, but if you are short of memory, somebody else will page. If those jobs/tasks can handle it, if they cannot, it's a problem that will require a memory upgrade. The latter is akin to re-arranging the deck-chairs on the Titanic. Besides, as Roland asked, are you sure it's paging that is timing your transactions out?
