Have you looked at the Init and Tuning guide?  Even the oldest one I could
find (MVS/ESA V5) documents only load library usage:

To respond to you point.. if I were IBM, I would say "where is there doc 
saying it is for something other than load modules?"

To be honest, I don't recall where I first got the idea of using LLA for 
non-load libraries.   I think this is just one of those things that just became
common usage as opposed to "officially" supported.   Peter suggested
that IBM wouldn't do anything to break this and I know that IBM really does
try to avoid doing things that they know will cause grief in the user 
community.  

I guess someone could also create a SHARE requirement which would
probably amount to nothing more than a doc update if accepted, but even
if that was never done, I don't see IBM ever doing something to break 
this.
