It's actually an installation option under JES (didn't used to be). Under OS/390 2.7(ish) it was introduced as DUPJOB=DELAY -- I believe that is the correct name. The default was set to emulate past (and commonly expected behaviour). Most expect this behaviour. So, depending on how many in your shop are 'old' MVS'rs, you may be able to convince your sysprog to change it. PS: take a look at the ISPF file print utility.
