It is a strange arrangement where you must get client approval to defrag the 
pack (which is essentially invisible to the client) but need no approval to 
migrate to ML2 which will cause restores to take considerably longer (which 
should inconvenience the client significantly more).

The packs show that there is ample space - as much as 3,143 cylinders available.
As you suggested the DEFRAG or the FREEVOL I would like to use the FREEVOL 
because to DEFRAG the volume I will need to get the client's authorization plus 
pass through more red tape.
