It appears to not be allowed. I found the following statement on the Web on 
IBM's site:

The "problem" is that this product is licensed at "no charge". But I guess that 
doesn't really matter. As Robert Hayes said in Airplane! "What a pisser!" Sorry 
if I offended anyone with that word.

The Alphaworks version of jzos apparently may be so downloaded and used:

Basically all that I'm using is the Assembler Record Generator portion. But, 
given some other responses, it may be illegal to download my ADATA to my PC 
because embedded in the ADATA is the source code to the macros which I used to 
generate the program, parts of which are copyrighted by IBM. What a royal pain 
in the gluteus maximus!
