I don't think a loss to NEON would reflect negatively on IBM's credibility. It would dramatically change how System z software is priced. "Free" software execution on specialty engines will all but disappear unless IBM is successful at developing a way to differentiate and quantify Eligible execution from that which is not Eligible using SMF.
