I don't think it depends. All IBM FICON cards in the host has no
capability of setting the speed. So they have to autonegotiate the
speed. And of course there are no non-IBM FICON cards inside the z10 ;-)
DWDM - of course I mean any optical multiplexer, it can be coarse WDM,
TDM or compound of them. All of the multiplexers are (should be)
transparent to the channel. As transparent element it cannot negotiate
anything.

Wouldn't the issue with the DWDM auto-negotiation depend on the DWDM manufacturer and Card type? The paragraph below makes this sound like the FICON channel is DWDM aware and will not negotiate down to the speed supported by the DWDM or TDM card from any vendor.

Similar, but IMHO more serious problem apply to DWDM equipment: if you
have any FICON channel plugged to DWDM then the port in the multiplexer
box has to be 8Gbps capable. Caution: there is no autonegotiation
process, it has to be 8Gbps otherwise the link will be broken.
Solution: again use FICON switch in the middle, set port speed (on the
DWDM side) fixed to the capability of the DWDM.
