Since the error is occurring between the ATM and the Chip (but not between the ATM and any other machine) just patch the ATM to send the year as x'0a' not x'10' in those messages sent to the chip which have a date in them. Since the chip is now getting a 'valid' date, it will work correctly until the chips are fixed and replaced.
