Good point, but it is the opposite of what you are saying.  The catalog
should be defined to VLF via COFVLFxx in both systems.

If the catalog is not defined to VLF, it will be in ISC.    With ISC, if a
change
is made from one system, the entire cache will be purged on the other.  So
if both systems are updating this catalog, all the cache will keep getting
purged.  With VLF, the changes will be communicated and only those changes
will get purged from the CDSC (Catalog Data Space Cache).
