Same page says that the new process uses the BPX.NEXT.USER to generate the UID 
& GID. All this new facility does is internally generate the OMVS segment. The 
other parameters (shell, home, etc) used come from the "model userid" in the 
BPX.NEXT.USER's APPLDATA field. The "how it works" is "under construction".
