Yes. Just put it on the RES volume and craft your load parameters accordingly. There is no mention of catalog requirements in the GA22-7525-12 HCD planning guide.
The planning guide has a discussion on how the IPL parms, PARMLIB, and the IODF are located during IPL. Another way is to connect the COD master cat as a usercat.
