Wylbur has the most powerful LIST and CHANGE commands around; some installations might consider that suitable motivation.

Also, the native version of Wylbur does not enqueue on data sets except when actually reading and writing them, but not during editing. If kept for the TSO version, that can prevent costly delays while Joe Programmer goes to lunch with PROCLIB enqueued.
