We don't know much about what is going on here. The problem is probably more bureaucracy dependent than anything else (and by bureaucracy I mean normal office politics that exist in ANY administration and in PRIVATE enterprise). Depending on the application they may have felt no need to upgrade because if you are doing the same thing the same way and the thing works, why spend money?
