I would be surprised if Barbara does this for standard timechanges. Either way, why do you? If for some reason you have to set GMT=LOCAL and run with no offset, then why not set up the new CDS's in advance and point to a different couple member during daylight savings (or standard, which- ever). This would save you the additional IPL and if you are the one that must create/init the CDS's, eliminates you from the off shift picture. Mind you this is only if you must change GMT for your timechange, I personally run with GMT set to GMT and use an operator command to do the timechange, then IPL with the appropriate CLOCKxx member next time we IPL (usually IPL both systems at next IPL just so the local time is in sync between the two).
