Where/how, exactly, are these options set? Is there a z/os client 
action/command that will work? For example, can I:

FTP unixserver
USER .... 
...
QUOTE ascii_upload_enable=YES
QUOTE ascii_download_enable=YES

GET anyoldfile

Ah, yes the vsftpd server problem where you need to set ascii_upload_enable and 
ascii_download_enable to YES (default is NO).
