Yes, it can. But it is easiest if you take the DFDSS output file and use AMATERSE on it. This makes it into a FB/1024 dataset, which is very simple to ftp as BINARY, even if it "passes through" a non-z intermediate node. If you are going from z/OS directly to z/OS, then use MODE B.
