Check the archives. Also, if you remember back prior to OS/390 2.6 (really higher, but PTFs went back) where HFS had to be SMS controlled, you could handle it the same way shops did back then. There were multiple solutions including keeping a non-vsam backup of the file on the sysres and then restoring it from the target environment after the full volume copy (which is what I think you were talking about).
