Sort of. You said there was no shared DASD (nor should there be, of course, outside the coexistence window). So my suggestion was to take a full-volume dump from the system with the original catalog on it (to tape, or by transferring the dump data set via the network), and restore it on the test system. I assume that dump/restore is roughly what you plan for the other 169 volumes.
Also, I now realize I forgot to list a step--you must IMPORT CONNECT the catalog to your test system's master catalog before the MERGECAT.
