I don't have an answer to the problem but I do have a bypass for the user.
Have him save his changes in ISPF and then use the SUBMIT command from ISPF
6:

      SUBMIT 'dsn(member)'

That doesn't use temporary datasets so he should be able to get the job to
run.

There is a generic unit both in the TSO user definition and the ISPF
configuration.
