ADDRESS SDSF does not require ISPF. The old SDSF access routines do need ISPF, but the interface that came with 1.9 does not.

You need to include the ISPF and SDSF libraries to allow some of these functions. So you need to have ISPPROF, ISPPLIB, ISPMLIB, ISPSLIB, ISPTLIB which have the SDSF and ISPF Libraries. You could run JCL that almost looks like your TSO/ISPF Logon proc JCL to get a base. Or use ISRDDN to create a CLIST that would allocate the files you need for ISPF functions. Look in the IBM Main archives or TSO-E REXX archives. I think there are some example SDSF REXXes there.
