This is a DFSMSrmm facility generally used for ignoring duplicate or 
undefined tape Volume Serial Numbers (VOLSER’s).  So in all likelihood, 
yes you should apply this USERMOD and you will need to update the 
DFSMS FMID accordingly to HDZ1B10.

Historically EDGUX100 was typically used to emulate EXPDT=98000 
processing from other Tape Management Subsystems such as CA-1 
and CA-Dynam/TLMS.
