Earlier I posed this query and finally have a resolution. HSM would not stack SMS and nonSMS volumes on the same tape during AUTODUMP. Problem was affinity. In the STORAGE GROUPS' "DUMP SYSTEM OR SYS GROUP" specified an particular LPAR which gave the SMS volumes affinity to that LPAR. So the nonSMS volumes wouldn't dump to the same tape that had AFFINITY. Thanks to those that offered insight.
