Are there optimizers for library languages such as C? Or isn't that considered important anymore?

Optimizers can help BUT: 1: they can't always account for instruction set changes, and 2: they can't fix basically bad programming practices.

There ain't any "Magic bullet" that makes everything better. The human equation still enters the picture.
