We do it with CA-OPS/MVS and a IEFUTL timeout rule. There is no way to make it smaller. You can only make it larger by implementing an IEFUTL exit (or a product like CA-OPS/MVS) which will grant one or more extentions of some duration (as specified in the code). There is not any kind of PARMLIB member or operator command to do this.
