I don't know why the home='' code.  I didn't code that part. 

I also tried the
Isfjesname = 'JES2' with the same RC=-3 results.  
This is all the code that I need to reproduce the error 

Calling it this way works >> tso exec (sdsf1) exec        
Executing OPS/REXX with !OI , gives RC(-3)
