You have a "Chicken and Egg" situation with IPL Time support for PDSEs. How much of an environment must exist before PDSEs support is possible? For IPL Time PDSE usage you have to build that environment somehow. This means that you have to get the code from somewhere. Right now, by having SYS1.PARMLIB and SYS1.NUCLEUS as PDS-Only you can bootstrap the PDS support into existence. I think that this would not be possible if you needed to also create the PDSE infrastructure to allow the IPL Datasets to be PDSEs.
Since you raise the issue, where are you planning to get the codebase from to allow the system to be IPL'ed?
