So APPLY UA51215 with a bypass and do the "local fix #2" as documented
in OA34586.

Check out OA34586. It points to UA50081 and UA51215. Now I *do not* have
UA50081 on my system, so I am okay. But the fact remains that the error
chain is as shown below...all caused by UA51215, which is still PE and
prevents the others from being applied. Am I missing something here?

I don't show UA56854, ua54819, ua52928, ua51215 or UA50081(sup'd by
UA51215) as outstanding PE situations.  All my 1.12 maint went on just
fine, with the caveat that I applied a bunch of it a couples months ago,
and is in production, and could have PE'd since then, but we aren't
seeing the problems.  Just ran a REPORT MISSING FIX and there is nothing
outstanding in the IBM.Coexistence.z/OS.V1R11,
IBM.Coexistence.z/OS.V1R12, IBM.TargetSystem-RequiredService.z/OS.V1R11,
IBM.TargetSystem-RequiredService.z/OS.V1R12 buckets

However, DT 2817 z/196 compat maint UA57802 is giving me fits.   Has
toleration maintenance that must be rolled sysplex wide before it can be
installed.  We just don't get that many IPL's.  I have to ask IBM what
is int it that is required for z196.
