Is SMP/E complaining that there is no DDDEF? The attributes should be in the PGMDIR (since Metal C is part of the z/OS base, you will find it in the base of your CPAC PGMDIR data set). Maybe they aren't cataloged (which they don't need for SMP/E if the DDDEF is referencing them by VOLSER).
