I almost had it. From the Customization manual Under the ISPF Configuration Section
MAXIMUM_STORAGE_ALLOWED_FOR_EDIT The maximum number of kilobytes of storage that the editor can use when initially reading in data. If the initial read of the data requires more storage than this value, browse will be substituted instead. To allow edit to use as much storage as is available, set the value to 0. The default is 0.
