You are absolutely right. I did not get into the details of how the loss of connectivity actually happened. All the links in this site go through a box that multiplexes them over a cable provided by a local cables company to the other site. In fact, we do have 2 cables between the sites, and under normal conditions some of the channels go through one cable and some through the second cable. This box is supposed to automatically move channels from one cable to the other in case of a failure. However, thanks to Murphy's law the loss of connectivity happened while the box was under maintenance, and couldnt perform the failover.
