We fought this with the mail distribution, applications, end users
for about two years and finally the mail folks just bought a
'thing' that was CASS certified. Send 'em a file it certifies it,
sends back the rejects, sorts in +4 distribution order, prints
the envelope within the registration template and pops out the
bundles in ZIP code order and sends the department a debit for services. It  
was under $500,000 but only had 1st shift coverage and
was down a good bit when first implemented. Also found a direct
mailer to do it for D/R and it turns out for prolonged outages.
