Is there a way to issue an operator command such as
Start in a JCL COMMAND statement without causing the
system to ask the console operator to allow it or not?

I want to issue a series of commands, one to start
SMTP, another to submit an email via IEBGENER and
the internal reader, and another to stop SMTP.
