After reviewing the article, I don't see it will have that much of an impact. It requires that an entire Control Area (CA) (cylinder) become empty before it can reuse it. If you do have a KSDS that does require reorg because CAs become empty, it will greatly help that dataset. I. E. a dataset ordered by date and you delete the oldest dates. These tend to be ESDS datasets, so converting them to KSDS and building the key yourself could help a great deal.
Your Mileage WILL Vary greatly depending on the dataset design.
