What tape driver do you have? Let us start with that and see if that hardware is compatible with z/OS and Windows. What version of z/OS and Windows do you have? Also what type of connection do you have between these systems? You can answer all these 'why' questions later, let us get the hardware question fixed. For your example, why not try recall that PDF and then do a FTP? But then what are you going to do with that data on your windows? Is it just data or what?
