Hi 
  i agree with you.. but when i do FTP from windows to
MVS using the command prompt i dont find the the
option FILETYPE.. so i couldnt able to perform the
submission from windows. 

Below are the options i found when i do ftp from
command prompt
!               delete          literal         prompt
         send
?               debug           ls              put   
         status
append          dir             mdelete         pwd   
         trace
ascii           disconnect      mdir            quit  
         type
bell            get             mget            quote 
         user
binary          glob            mkdir           recv  
         verbose
bye             hash            mls            
remotehelp
cd              help            mput            rename
close           lcd             open            rmdir

so kindly help me out
