The IP address in the PORT command is the IP address of the FTP *client* (your workstation), *not* the FTP server (the mainframe). The FTP client (your workstation) has opened a socket on port 6190 in the workstation's TCP/IP stack and is listening for a connection *from* the FTP server. The purpose of the PORT command (sent by the FTP client) is to give the server the IP address and port number that it (the server) needs to connect to in order to transfer the results of the LIST command. Again, you might want to see if the FTP client being used can support passive-mode data transfers.
