There is no locsite file=jes. FTP cannot submit a job on the client machine, only the Server (remote) machine. The client is utterly ignorant of the JES goings-on I can do it from Windows. I don't *think* you need the quote, but it won't hurt. I *think* site is always dealt with more or less as if quoted.
You don't have a version problem. This has been supported AT LEAST since mid-OS/390. Take a look at the IP User's Guide good examples in there. Not the best manual ever, but it's good enough.
