I have seen installations that actualy do this. As the security people are puppets and will do anything that politics from above tell them to do. Plus the issue. Of security of the master catalog (define alias) is also an issue. Before you pipe up and Before you say anything yes it does exist and it's a horror story. The sysprogs need some control and that's how it's one.
