Now and then I have a need just for that. First I create a nice backup hidden 
in a library, then I comment out all unneeded steps and I check for all 
referbacks.

When satisfied, I then delete all unneeded steps before putting it in 
production use.

Another way is to have more separate jobs each containing different steps. Have 
them run one by one and don't run the jobs with the 'offending' steps. (Will 
not work if you need referbacks and temp datasets) This method I usually do in 
scheduled jobs. I adjust the pre-conditions of the next jobs to point to a more 
earlier job and disable the jobs which contain 'retired' steps'.
