>From RTFM it seems to me that the _IOE_WIRE_CODEPAGE tells the server which code page the data has on the non-z/OS side. The z/OS side is what the dfskern is running with. You need to tell dfskern what EBCDIC code page you want and you need to make sure this matches your terminal emulator's host code page. dfskern probably gets its code page from current locale, which you can change with the LC_ALL environment variable. Hope this gives you a starting point.
