No. It has to include everything in the MVS target zone[1]. It need
not include anything in other zones, and, IMHO, should not contain
anything in other zones. It need not, and, IMHO, should not, include
operational[2] data sets.

[1] I'm assuming that you don't have your JES in a separate zone.

[2] In fact, you seem to have the same exception.
