I'm going to assume that he needs the MVS Mount command.
It is a console command that usually is coded like this:
M {[/]devnum },VOL=({NL},serial)[,USE={STORAGE}]
{devicetype } {SL} {PUBLIC }
{AL} {PRIVATE}
