unfortunately, there is no chance to set up a shared catalog.
No way the ICF-folks are going to allow that.

I guess I'll just have to keep on copying this cluster around...

AFAIK, it is impossible for VSAM clusters *except* those with HLQ SYS1 
or PAGE. IMHO it is not good idea to do it. I'd suggest to create small, 
dedicated user catalog and share it.
