I'm familiar with LKLIB.  And the perhaps more suitable RELFILE.
But you appear to have overlooked my statement that I wish to be
consistent with prevailing practices.  Is it customary for vendors
to deliver PTFs with ++MOD elements as LKLIB objects?

RELFILE, at least is supported by RECEIVE FROMNETWORK, and not
disruptive to existing practices.  But not all customers are
friendly to FROMNETWORK.

I'm going to try packaging a ++MOD element in the IEBCOPY/GIMDTS
format described for ++PROGRAM, to see what happens.
